It's My Turn

Improved efficiency brings increased taxpayer savings.

Since I took office eight months ago, technology continues to change the world, enabling us to do things we never imagined. Having grown up with technology, I've been waiting for my opportunity to help use that same kind of innovation in our county government to save taxpayers money.

My staff and I have made great inroads in finding ways to be more efficient at managing the Harris County District Clerk's Office and in finding ways to serve you better and faster through online services. In 2009, our operating budget was reduced by more than $600,000.

Despite the budget cut, our office efforts over the past eight months have resulted in an estimated savings of $400,000 for taxpayers, pay raises for 150 employees and more importantly, have prevented the elimination of county jobs - accomplishments that were no small feat in an already tight economy.

In the last eight months, the HCDCO has gone from just another District Clerk's administration to leading not only the state of Texas but now the nation in technological innovation. Later this month, we will roll out our new website with added features, giving the public even greater access to court records and documents, offering uncertified copies of documents at a discounted rate online and allowing for free background checks, a feature that should be a great benefit to employers.

Ideally, I'd like more of you to use our online services to get what you need from the court system easier and faster without having to make a trip downtown. In doing so, you can help us reduce the cost of providing those services in-house. In turn, we can save you time and money.

Most recently I was challenged to provide better and faster court document access to members of the media, which is something we had always planned on doing and already had in development. I am very happy to report that we were able to meet that challenge by moving up our delivery of those web features.

The public can now access civil petitions on the same day they are filed in the District Civil Courts for free. In the coming months, we will continue to improve and expand those features to better serve the media and the community.

Additionally, we are continuing to work with the legal community to help them better utilize our electronic services for improved efficiency and cost savings to their offices and ours, as well as for the clients they represent. We are also partnering with other offices within the county court system to determine more ways to utilize technology to better serve the public.
